Training Workshop on Online Reporting
TESDA IV-B thru the Labor Market Information Division (CO-LMID) facilitated a two-day Training Workshop on Online Reporting (Pilot) on MIS including report on Program Registration and Assessment and Certification. It was held on June 9-10, 2016 at TESDA IVB Conference Rm, Calapan City, Oriental Mindoro.
Attendees were Focal Persons on MIS, UTPRAS and Assessment of the five (5) provinces of MIMAROPA and five (5) TTIs. The objective of the workshop are to strengthen the reporting system and maintain accurate and reliable database. The participants showed their eagerness to learn the system. Indeed, it was appreciated by the participants and hoping that there will be a second round of workshop to finalize some gray areas on the reporting system.
Internal Quality Audit
The TESDA MiMaRoPa Regional Office have conducted Internal Quality Audit last May 31, 2016. This IQA was done for guaranteeing the continuity of the Quality Management Systems of the office. The IQA Team was headed by Provincial Director Anwar E. Geron from PO Marinduque together with his audit team members namely Ms. Baby Ruth S. Hablo and Ms. Olivette J. Pastores from PO Occidental Mindoro, Mr. Antonio G. Calibod from PO Oriental Mindoro and Ms. Lynette M. Gatarin from PO Romblon.
An opening meeting was conducted for the actual program and discussed the purposes and scopes of the audit. The audit team audited the process owners, specifically the focals/assigned personnel of UTPRAS, Procurement, Human Resource Division, Assessment and Certification, and the Regional Quality Management Representative. The findings were deliberated at the closing meeting.
BLESSING OF SPECIALISTA DESK-PALAWAN
TESDA Region IV-B OIC-Regional Director Edwin Andoyo, OIC-Regional Operations Division Chief Rosalina P. Reyes, Provincial Directors/OIC-PDs of the region, VSA of Puerto Princesa School of Arts and Trades (PPSAT) and staff attended the blessing of the TESDA Specialista Desk at Robinson’s Place Palawan Lingkod Pinoy Center last May 16, 2016. Fr. Edwin Sajer officiated the blessing. The Specialista Desk started its operation on May 23, 2016 and operated/managed by TESDA PO Palawan and PPSAT. This partnership with Robinsons Land Corporation aims to serve thousands of clients thru this project. Its purpose is to readily provide the clients the services of TESDA and TESDA Technology Institutions.
TESDA IV-B joins DOLE’s Job and Career Fair 2016
As part of the Labor Day celebration, TESDA IV-B (MIMAROPA) joins the Department of Labor and Employment in their nationwide Job and Career Fair 2016 with the theme “Kinabukasan Sigurado sa Disenteng Trabaho”.
In Region IV-B, the Job and Career Fair was held at Divine Word College of Calapan Gymnasium. Many jobseekers participated in this event. PD Asuncion Ordoña of Oriental Mindoro discussed scholarship programs on TWSP, STEP and BuB and also other programs and services of TESDA. Moreover, TESDA IV-B conducted a skills demonstration for Make-up application. There were also livelihood counselling and skills training provided by DOLE staff and other partners.
Similarly, TESDA PO-Palawan provided assistance to customers’ inquiries on its programs and services during the Labor Day activity held at Robinsons Place, Puerto Princesa City.
Hands-on Training of Office Website by One Network E-Commerce, Inc.
In line with the innovation of office management systems and to gain knowledge on uploading of data in the website, TESDA Region IV-B is in partnership with One Network E-Commerce, Inc. for the development and hosting of its official website. A representative of One Network E-Commerce, Inc., conducted an orientation of the website last April 28, 2016. Staff from the Regional Office, Provincial Offices and TESDA Technology Institutions attended the said activity.
Regional Quality Management Review Committee
The RQMRC Meeting of TESDA Region IV-B was held last April 15, 2016. Mr. Manuel Lacson, Jr. discussed the audit results of last year. After the recap of last year’s result, the meeting was highlighted with the 2016 Internal Quality Audit schedule for all Provincial Offices and Regional Office for the whole month of May. The conduct of Compliance Audit for Assessment Centers and Registered Programs in the region were also emphasized as well as the designation and appointments of PQMR of Provincial Offices.
Internal Quality Audit Seminar
On April 11-12, 2016, TESDA IQA Focals, Process Owners and Regional Office personnel from Region IV-B attended the Annual Internal Quality Audit held at the conference room of TESDA Region IV-B Office. Ms. Arlyn S. Bandong, PD of Compostella Valley Region XI, enthusiastically discussed the importance of internal audit to sustaining quality management system. She introduced auditing and other topics to her audience. The application of internal audit to TESDA QA System and the Qualification and Skills required to TESDA auditors are also discussed. The audience listened very eagerly and participated well in this seminar hoping to become effective and internal and compliance auditors of the authority.
RTESDC
The first quarter meeting of the Regional TESD Committee was previously scheduled last March 22, 2016 however, some of the members have their previous commitments thus, the meeting was reset last April 14, 2016. The meeting was attended by the representatives from the TVET, labor, employer and government sectors.
The meeting agenda included election/selection of the RTESDC Chairmanship, orientation on the functions of the committee, presentation of 2016 commitments/deliverables, 2016 RTESDC Workplan, 2016 Regional Skills Competition, and Interventions on the K-12 Program. Mr. Humerlito A. Dolor was elected/selected as the Chairman for RTESDC IV-B. Seven (7) Resolutions were adopted as follows:
- Resolution No. 01 series of 2016 – Adopting and Expressing Support on the Functions of the Technical Education and Skills Development Committee by RTESDC –MIMAROPA
- Resolution No. 02 series of 2016 – Adopting and Expressing Support on the RTESDC-MIMAROPA Workplan for CY 2016
- Resolution No. 03 series of 2016 – Adopting and Expressing Support on TESDA-MIMAROPA Commitments and Deliverables for CY 2016
- Resolution No. 04 series of 2016 – Enjoining all TESDA-Provincial Offices in MIMAROPA to Participate in the Regional Skills Competition
- Resolution No. 05 series of 2016 – Adopting and Expressing Support for the K – 12 Interventions
- Resolution No. 06 series of 2016 – Enjoining all TESDA Provincial Offices in MIMAROPA to Coordinate with Their Respective DepEd Counterparts for the K-12 Interventions
- Resolution No. 07 series of 2016 – Adopting the Entry Requirements for Trainer’s Methodology (TM) 1 in TESDA-MIMAROPA
GROUNDBREAKING OF TESDA ASSESSMENT PROCESSING CENTER AND TESDA-PPSAT CONTEXTUAL LEARNING CENTER
Villanueva also attended the ground breaking ceremony of the TESDA Assessment Processing Center in Puerto Princesa School of Arts and Trades (PPSAT), which was donated by the provincial government, and the TESDA-PPSAT Contextual Learning Center.
The TESDA Assessment Processing Center will house the facilities and the qualified staff who will process documents from application to issuance of National Certificates. It will also provide rooms and facilities for orientation and conduct of written test.
The center will cater to TESDA clients for its assessment and certification program, to include those who had completed the tech-voc track of the K to 12 program, and PGP – JCA Scholarship Program (Programang Pang-edukasyon sa Palawan) and other graduates of TESDA Programs
The TESDA chief also led the awarding of toolkits for the scholars under TESDA’s Special Training for Employment Program (STEP).

Leaving the service after 34 years, Retired Master Sergeant Rodelin Carriedo of the Philippine Marine Corp found a new career after getting the skills and the certificate for four courses — Electrical Installation and Maintenance NC II, Plumbing NC II, Tile Setting NC II and Shielded Metal Arc Welding NC II.
He represented the Tatak TESDA Video Making Contest Year 2 under the School Category entry of Puerto Princesa School of Arts and Trades at the National Level Awarding in PICC last May 12, 2015.
He won the Provincial Level Grand Slam Prize of P250,000 worth of TWSP Vouchers and also a Grand Slam Prize in the Regional Level of P500,000 worth of TWSP Vouchers.
Jimuel Milano, 31, had a hard time in looking for a job. Hetook up a tech-voc course and is now employed in a construction company. He carries with him National Certificates in Electrical Installation and Maintenance NC II, Carpentry NC II, Plumbing NC II and courses related to electrical repairs.
He represented the Tatak TESDA Video Making Contest Year 2 under the Individual Category entry of TESDA – Palawan Provincial Office at the National Level Awarding in PICC last May 12, 2015.
He won the Provincial Level Grand Slam Prize of P14,000 and also a Grand Slam Prize in the Regional Level of P25,000.

Of the 2,700 enrolled trainees at the Palawan Training Center, 1,500 will have a sure slot for employment in Malaysia, according to Provincial Director Arnel Campued of the Technical Education and Skills Development Authority (TESDA)-Palawan.
The job openings are for those taking tourism courses, Campued said.
“The employment was facilitated by Governor Jose Alvarez of Palawan. An employment team from the local government unit was organized for the purpose,” he added.
Secretary Joel Villanueva, TESDA Director General, said the agency would continue providing quality skills training to the youth to give them a strong fighting chance when they get into the world of work.
“Technical vocational education and training is a learning that works. I urge the youth to give it a try,” Villanueva said.
Visiting Palawan early this week, Villanueva, joined by Alvarez and local government officials, led in the inauguration of the Palawan Training Center at Aborlan town.
Saranggani Representative and boxing icon Manny Pacquiao also attended the event and expressed support for the promotion of tech-voc in the country.
TESDA MIMAROPA KABALIKAT AWARD 2014 WINNER – PARADIGM COLLEGE OF SCIENCE AND TECHNOLOGY
Paradigm Colleges of Science and Technology begun in 1993 from a high school entity that started in 1964 known as San Mariano Academy at barangay San Mariano of Roxas, Oriental Mindoro. It has maintained the name of San Mariano Academy, until the college department was transferred at Odiong near the town center. Its humble origin has brought many milestones in the history of this institution, It started the first hands-on computer learning in the second district of Oriental Mindoro, the creation of the first multimedia library in the province of Oriental Mindoro, the first to introduce the dual training system in the province, and a college that started the alumni wellness program where graduates of our institution were given the opportunity for priority employment needs of the school industrial linkages located in region 4 to Metro Manila.
The college started with four pilot courses under the Technical Education and Skills Development Authority (TESDA). These are all tech-voc programs with the following titles:
- 2-yr Electronic Technology
- 2-yr Communication Technician Course
- 2-yr Office management with Computer
- 1-yr Computer Literacy Course
Because of decline in the number of enrolment due to its unpopularity, Communication Technician Course was abolished in 1999. In order to increase the number of enrollees, the Board of Director commissioned a private firm to find-out the most popular courses that is appealing to the youth. And as a result the department 2-yr Hotel and Restaurant Services was established in 2002 and 2-yr Nursing Aide was established last 2004. In 2003, because of the area inability to cope with the ever changing technology, such as internet, telephone and fax services and the dwindling numbers of enrolled students due to its accessibility. The board of directors has decided to transfer to a suitable area that could provide said services. It was relocated to one of the properties owned by the board of directors near the town center. With the provision of said services and the accessibility of the school near the bustling economic center of the district, the starting number of 35 students has bloomed to more than 500 hundred student enrollees per semester up to present. Despite of cut throat competition of other nearby colleges, the institution has grown because of its relevant programs for the alumni and its clientele. In 2A04, because of the possibility of increase in degree course enrollees, The Board of Directors of PCST decided to apply for three (3) new courses under the Commission of Higher Education (CHED) and in 2006 Bachelor in Secondary Education (BSED), Bachelor of Science in Business Administration (BSBA) and Bachelor of Science in Hotel and restaurant Management (BSHRM). In 2005, the after the upgrading of its documents in transferring its location and the issuance of SEC of its new identity from San Mariano Academy to Paradigm colleges of Science and Technology, it applied for a new courses to offer. Under TESDA implementation of the Competency Base Curriculum (CBC), all of the PCST courses were changed to National Certificate 2 level, PCST has individual course offering for qualification standardization mapping.
TESDA IV-B IDOL NG TESDA 2014 WINNER – GINA CALINGASIN-FAIGAO
Gina’s humble beginning helped her push and excel for academic recognition as a constant part of the honors’ lists. After finishing her degree in Pastoral Administration, she took up her technical course for Office Management with Computer to help her cope with the technical modernization, which later gave advantages when she took up her Education Degree, running her church affairs, as a radio broadcaster, as an officer to the different organizations she is affiliated and as a functioning educator as head of department for Housekeeping and guidance counselor of Paradigm College of Science & technology.
With her desire in the Tourism Sector, later gained her National Certificate II for Housekeeping, and enrolled for Bartending NC II and Food and Beverage Services NC II. With all the knowledge, skills and values she possessed, she established programs in the PCST campus like Kabuhayang Swak na Swak, housekeeping skills racing and guidance counseling for YP4SC program. With her time as Assemblies of God pastor in Oriental Mindoro, she produced leadership programs for youth development in different communities in Oriental Mindoro.

As part of the Nationwide Anniversary Celebration of TESDA, the MIMAROPA Region conducted a joined TREE PLANTING ACTIVITY at Gloria, Oriental Mindoro on September 27, 2014. Said activity was participated by three (3) Operating Units : Provincial Office of Oriental Mindoro, Provincial Office of Occidental Mindoro & MIMAROPA Regional Office.
